In Paris, where the electors are more clear sighted and more decided than in the provinces, in eighteen well-known departments, and probably in many others, the electors who voted on the decrees almost all voted against them; in many cases, even their minutes state that the negative vote was "unanimous," but the minutes fail to state the exact number of the noes.
Representative S. Joe Owen of Union county vigorously led the fight against it and it was lost by 80 noes, 42 ayes. In 1916 the women's organizations united in a bill making women eligible to serve as county school superintendents and on the boards of educational and benevolent institutions.
Darrow and Mrs. de Lendrecie of the State Suffrage League lobbied for it. It was lost in the Senate by 23 to 25 votes; referred to the Committee on Woman Suffrage in the House, which recommended indefinite postponement and the report was accepted by 54 ayes, 42 noes. The Legislative Committee consisted of Mrs. Darrow, Mrs. Fannie D. Quain, Mrs. Ella C. Boise and Miss Ward.
A concurrent resolution providing for an amendment to the State constitution to give full suffrage to women was also introduced. Both were passed on January 16 by the same vote, 37 ayes, 11 noes in the Senate; 89 ayes, 19 noes in the House, and were the first measures signed by Governor Lynn J. Frazier, on the 23rd.
Justin S. Morrill, declaring that "the bonds will be payable in silver if the Silver Bill becomes the law of the land," the division was ayes 14, noes 41. On the passage of the resolution in the Senate, the ayes were 43, the noes 22. In the House of Representatives, the resolution was passed under a suspension of the rules, ayes 189, noes 79.
In the Assembly the resolution was finally forced out of an unfavorable committee but was tabled by a vote of 31 ayes, 19 noes. In January the resolution was introduced by Senator J. Warren Davis and Assemblyman Charles M. Egan. A hearing was held February 18 at which Mrs. Everett Colby presided and the speakers were Dr.
Before the constitution went to the voters the Federal Amendment was proclaimed and women were fully enfranchised. With women voting the constitution received 65,483 ayes, 15,416 noes. Grace M. Wheeler, historian of the State Woman Suffrage Association, and Miss Mary H. Williams, member of the State Board from 1905.
Later in the session a bill to give women a vote for presidential electors, county and municipal officers, which could be granted by the Legislature itself, received 59 ayes and 40 noes in the House; 18 ayes and 24 noes in the Senate. During the summer of 1916 for the first time the women "antis" deemed it necessary to do active work.
Dudley came after the national suffrage convention in March. Attorney L. D. Miller of Chattanooga introduced the bill in the House and conducted the fight for it. It passed the third and final reading April 3 by 52 ayes, 32 noes.
General Garfield, presiding at the time over the Committee of the Whole, ruled it out of order, and on an appeal being taken the decision was sustained by ayes 93, noes 27. After dilatory motions and the offer of various amendments, which were rejected, the bill was passed by ayes 113, noes 43.
