The official returns gave the affirmative vote on suffrage 40,209; blanks and noes together 49,348, making a total of 89,557, or 251 more votes than were cast for Governor, who polled the largest number. It was generally conceded that if the unmarked ballots had not been counted against the measure it would have been carried. The entire western part of the State went for suffrage.
Doesn't the very 'seriousness' that we attribute to life mean that ineluctable noes and losses form a part of it, that there are genuine sacrifices somewhere, and that something permanently drastic and bitter always remains at the bottom of its cup?
The daggers of the Roman conspirators had arrested Caesar in his course. Napoleon had found neither a Brutus nor a Cassius: he reigned without contest, by a triumphal acclamation of 3,572,329 suffrages against 2569 "Noes." The country was eager to salute its new master, with a curiosity mixed with confidence in the unexpected resources of his genius.

With no discussion the resolution to submit an amendment to the voters passed the Senate by 26 ayes, two noes J. E. Edwards and I. A. Leighton and was signed by the president, Lieutenant Governor W. W. McDowell, in open session. In the House the vote was 74 ayes, two noes Ronald Higgins and John W. Blair. On January 25 it was signed by the Governor.
Therefore on September 13 the women, already having full suffrage, went to the polls to vote on getting partial suffrage and the official count showed 88,080 ayes, 30,462 noes. RATIFICATION. Governor Milliken called a special session of the Legislature for November, 1919.
Eugenius A. Nisbet of Bibb offered a resolution, "That in the opinion of this convention, it is the right and duty of Georgia to secede from the Union." On the passage of this, the yeas were 165 and the noes 130. Mr. Toombs voted "yes," and Messrs. Hill, Johnson, and Stephens, "no." Next day the committee of seventeen, through Judge Nisbet, reported the Ordinance of Secession.
The resolution passed the House by 138 ayes, 96 noes and was referred to the next Legislature for final action, as required by law.
The effect of the discussion was to strengthen the bill in the House where it was passed by ayes 83; noes 53. The bill was favorably reported to the Senate from the Finance Committee, and came up for consideration on the 9th of April, under the charge of Mr. Fessenden. Mr.
