It is enough to say that here all Montesquieu's qualities his power of generalization, his freedom from prejudice, his rationalism, his love of liberty and hatred of fanaticism, his pointed, epigrammatic style appear in their most characteristic form. Perhaps the chief fault of the book is that it is too brilliant.

The movement begins in the middle of the thirties, when Montesquieu commences to naturalize Locke's political views in France, and Voltaire does the same service for Locke's theory of knowledge, and Newton's natural philosophy, which had already been commended by Maupertuis. The year 1748, the year also of Hume's Essay, brings Montesquieu's chief work and La Mettrie's Man a Machine.

Above all, the sixth chapter of Montesquieu's great Treatise on Rome, the chapter "DE LA CONDUITE QUE LES ROMAINS TINRENT POUR SOUMETTRE LES PEUPLES," should be carefully studied by every one who watches the career and policy of Russia.

Its analysis as a connected whole invigorated thought as nothing had done since the Civil Wars had elaborated the theory of parliamentary sovereignty. What was more significant was the realization of Montesquieu's import simultaneously with the effort of George III to revive crown influence. Montesquieu thus became the prophet of a new race of thinkers.

As, in the first view of it, we took for its worthy motto Montesquieu's words: "To render an intelligent being yet more intelligent!" so, in the second view of it, there is no better motto which it can have than these words of Bishop Wilson: "To make reason and the will of God prevail!"

I might prove by overwhelming evidence that, to the latest period of its existence, even under the superintendence of the all-accomplished D'Alembert, it continued to be a scene of the fiercest animosities and the basest intrigues. I might cite Piron's epigrams, and Marmontel's memoirs, and Montesquieu's letters. But I hasten on to another topic.

If a noble and civilized democracy is to subsist, the common citizen must be something of a saint and something of a hero. We see, therefore, how justly flattering and profound, and at the same time how ominous, was Montesquieu's saying that the principle of democracy is virtue."
