Every effort was bent upon whitewashing these men; the committee found that as far as their participation was concerned "nothing was proved," but, protest their innocence as they vehemently did, the tar stuck, nevertheless. As to the thefts of the Credit Mobilier Company, the committee freely stated its conclusions.
More important both because of its effect on national politics and because of its influence on railway legislation for many years afterward was the Credit Mobilier scandal. The Credit Mobilier was a construction company composed of a selected group of stockholders of the Union Pacific Railroad, the transcontinental line which was being built between 1865 and 1869.
But en revanche the entering French, finding nothing left in the fine old house, even of the mobilier which had been left there in 1871, discovered a château belonging to the Kaiser close by, and requisitioned from it some of the necessaries of life. Bordeaux drunk out of a glass marked with the Kaiser's monogram had a taste of its own.
What was needed was a company chartered with comprehensive powers to do the constructing work. This desideratum was found in the Credit Mobilier Company of America, a Pennsylvania corporation, conveniently endowed with the most extensive powers. The stock of this company was bought in for a few thousand dollars, and the way was clear for the colossal frauds planned.
Jay Cooke undoubtedly looked forward to a subsidy from Congress for carrying the mails over the new line, and in all likelihood would have obtained it but for the Credit Mobilier exposé, which caused both Congress and the people to "shut down," not only on everything having the appearance of a "job," but on much besides.
He was prominent in its affairs and largely instrumental in the formation of the Credit Mobilier. As to the man himself, he was a genius, if, as a celebrated writer has said, "Genius is a form of insanity." A kite in the air without a tail. A ship without a rudder. A clock without hands. A sermon that is all text; the incarnation of gab.
It was later transferred by Oakes Ames to seven trustees acting for the Credit Mobilier, he and his brother Oliver Ames being among the number. This last contract carried the line to nine hundred and fourteen miles from Omaha.
The Federal civil service was discredited by the scandals connected with the Sanborn contracts, the Whisky Ring, and the Star Routes, while some leaders in Congress were under a cloud from the "Salary Grab" and Credit Mobilier disclosures.* * See "The Boss and the Machine", by Samuel P. Being still further pressed to illustrate his meaning, he gave, as instances of this deficiency, not the Crédit Mobilier or the Tweed scandal, but such alarming facts as the following. He seriously declared that, on more than one occasion, he had heard an American married woman say to her husband, "Dear, will you bring me my shawl?" and the husband had brought it.
