The first was the wild outburst of "militancy" already referred to. Mr. Lloyd George was pursued by persistent interruption and annoyance deliberately organised by the Women's Social and Political Union. A meeting he addressed at Bath, mainly devoted to advocacy of Women's Suffrage, on Nov. 24, 1911, was all but turned into a bear garden by these deliberately planned and very noisy interruptions.

Traces of that militancy would, therefore, pervade it still, and a campaigning quality no longer against specific disorders, but against universal human weaknesses, and the inanimate forces that trouble man still remain as its essential quality.

The present effort of the serious-minded to meet the case takes two general directions, natural enough outgrowths of the original militancy. The first of these is a frank advocacy of celibacy. "Celibacy is the aristocracy of the future," is the preaching of one European feminist. It is a modification of the scheme by which the medieval woman sought to escape unrest.

These two women had been seen in charge of policemen at the Exhibition police-station. It was understood by many that they were the last hope of militancy that afternoon; many others, on the contrary, were convinced that they had been simply a feint. It was a phase of the old and familiar conflict between agrarian and industrial groups in the Socialist movement.

As the war thickens around him and the wakened militancy of his compatriots presses him hard, Flaubert becomes more and more depressed; he forebodes a general collapse of civilization before the century passes, a conflict of races, "in which several millions of men kill one another in one engagement."

The State League recorded itself as opposed to "militancy" in any form and as desiring "to gain the vote by appeal to reason and fair play." The Charlotte Observer carried a four-page suffrage section advertising the convention. Keener interest throughout the State, together with the existence of fourteen leagues, represented the net result of this first year's work.

I do not approve of wild militancy, hunger strikes, and efforts of that sort. I do not approve of the course of those women that . . ., become agitators, lay off their womanly qualities in their efforts to secure votes.

Those women have won the vote. Not the most frantic outbursts of militancy after this war can prevent them getting it. The girls who have faced death and wounds so gallantly in our cordite factories there is a not inconsiderable list of dead and wounded from those places have killed for ever the poor argument that women should not vote because they had no military value.
