Only a small portion of the armed forces was based on the Pacific coast, because of the logistical problems presented by inadequacies of supply and transportation. Of these only a fraction could be sent to the threatened places for fear dispersions of the main body would prove disastrous if the landings were feints.

The general plans the campaign and arranges the marches, the halts, the bivouacs, provisions, ammunition, etc., through his logistical officers, and they give the executive officers general instructions as to how to carry out the general's plans. Strategy without executive functions would be like a mind that could think, but was imprisoned in a body which was paralyzed.

Leaving out these exceptional cases, good habits of order, good logistical precautions for rallying, and good discipline will most frequently be successful, if not in preventing disorder, at least in promptly remedying it. It is now time to leave this branch, of which I have only desired to trace an outline, and to proceed to the examination of subjects which are purely military.

Using the word "operated" still more technically, the only thing to be operated in war is the fleet: but the head of the Navy Department must also so direct the logistical efforts of the bureaus and offices and bases, that the fleet shall be given the material in fuel, supplies, and ammunition with which to conduct those operations.

If the unlikely happened as it sometimes did, and the Laotian were to return to this monument there would be the logistical problem of them getting the material to his parent's home; but no, there would be no chance of him buying the material and returning with it. He was no doubt running off with the money.

Neither is it apparent that such efforts as are being made, or may be made, cannot be contained by the courageous, and purely defensive, efforts of the forces of the Republic of China, with such substantial logistical support as the United States is providing.

We must also agree that Napoleon, who was perfectly conversant with the logistical measures of an offensive campaign, had then never seriously thought what would be proper precautions in the event of defeat, and when the emperor was present himself no one thought of making any arrangement for the future unless by his direction.

There are several major criticisms and potential weaknesses of this approach. In other words, this example has principally been derived from force-on-forces attrition relationships even though command and control, logistical, and supporting forces cannot be disaggregated from this doctrine.

We appreciate the mobility and logistical implications of this requirement. Once we design this "paper" force and equip it with "paper" systems, we must evaluate it against the five basic questions and tests we noted in the Prologue.

The study of the measures, partly logistical and partly tactical, to be taken by the staff officers in bringing the troops from the order of march to the different orders of battle, is very important, but requires going into such minute detail that I must pass it over nearly in silence, contenting myself with referring my readers to the numerous works specially devoted to this branch of the art of war.
