They are loaded up with the debilitating consequences of their own recklessness or ignorant manner of living." In the same way, there are latent illnesses and inefficiencies in many commercial organizations which never reach the point of strikes and lockouts. For some reason or other that lively germ, the walking delegate, fails to get a foothold.

These directly involved approximately three and one-half million workers and indirectly many others. At first seventy per cent. of the cases were strikes before conciliation was requested. Now, in a majority of the cases presented, strikes and lockouts are prevented or speedily adjusted through our efforts. This was due to perfect candor in talking. Honest opinions were honestly set forth.

Labor unrest was met at first by the Munitions War Act prohibiting strikes and lockouts, establishing compulsory arbitration and suspending all trade-union rules which might "hamper production."
