The United States Bureau of Labor has tabulated the strike statistics for the twenty-five year period from 1881 to 1905. This list discloses the fact that 38,303 strikes and lockouts occurred, involving 199,954 establishments and 7,444,279 employees. About 2,000,000 other employees were thrown out of work as an indirect result.
For months the industrial pot had been spasmodically boiling over in strikes, lockouts, boycotts, charges of profiteering, loud and persistent complaints from consumers, organized labor and rapidly organizing returned soldiers. Among other things the salmon packers' monopoly and the large profits derived therefrom had not escaped attention.
Industrial conditions also have a profound influence upon criminal statistics. Economic crises, hard times, strikes, lockouts, are all productive of crime. Quetelet, the Belgian statistician, thought that the general rule could be laid down that, as the price of food increases, crimes against property increase, while crimes against persons decrease.
To abolish strikes, then, is to take away the employees' chief means of offense or defense; while to pretend to abolish strikes and lockouts is to leave in the hands of the employers the ability to discharge or punish in other ways the men with whom they are dissatisfied.
There are some things worse in the development of democracy than strikes and lockouts, and whether by legislative repression we do not set up economic and social repercussions of worse character is by no means determined. They have also the deficiency in that they undermine the real development of self-government in industry and that, to me, is part of the growth of democracy itself.
Go get ye to your scoundrel lockouts, your villain strikes, your blacklisting, your boycotting, your speech-ing, marching and maundering; but if ye do not to others as ye would that they do to you it shall occur, and that right soon, that ye be drowned in your own blood and your pickpocket civilization quenched as a star that falls into the sea.
Finally, just as we are earnestly seeking for procedures whereby to adjust and settle political differences between nations without resort to war, so we may well look about for means to settle the differences between organized capital and organized labor without resort to those forms of warfare which we recognize under the name of strikes, lockouts, boycotts, and the like.

To commit a wrong so gigantic with impunity a man must wear overalls. How prevent anybody from committing it? How break up this régime of strikes and boycotts and lockouts, more disastrous to others than to those at whom the blows are aimed than to those, even, who deliver them.
