Three years he spends in active service in the regular army, where his life is surrendered to the trade of blood; then for four years he passes to the reserve, where he is subject to periodic military drills; then for five years longer to the Landwehr, or militia, with liability to service in the Landsturm, in case of war, until sixty.
No wonder, then, that the old Landsturm guards, used at home to saying "Wie gehts?" and getting a cheery answer from the people they passed in the streets, were lonely. Not only stubborn, but shrewd, these Belgians. Both qualities were brought out in the officials who had to deal with the Germans, particularly in the small towns and where destruction had been worst.
In reality four new German Corps were already at Brussels or Courtrai mainly from Württemberg and Bavaria, and although the presence in them of men with grey beards and boys with none gave rise to some ill-timed satisfaction in the British press, these Landsturm troops were not to be despised.
In Belgium, their German counterpart, the Landsturm, were the monitors of a journey that I made. No troops are more military than the first line Germans; but in the snap and spirit of his salute the French Territorial has an élan, a martial fervour, which the phlegmatic German in the thirties lacks.
The Captain of the Landsturm, sticking a preposterous cigar between his moustachios, was playing poker with his countrymen ranking next to him in dignity and riches. His wife stayed beside him most of the time, watching the goings and comings of the stewards carrying great bocks, without daring to share in this tremendous consumption of beer.
You shall govern the country in his name, and we will all swear to you obedience, fidelity, and love." After he had concluded his address, Anthony Wallner stepped forth from the ranks of the commanders of the Landsturm. "Yes," he exclaimed. "you shall be the emperor's lieutenant. We will all swear to you obedience, fidelity, and love.
In his second manifesto the king orders a 'landwehr' and a 'landsturm' to be formed. Listen to what he says at the end of this second manifesto: 'My cause, he says, 'is the cause of my people, and of all patriots in Europe." "Yes, he is right," said old Prohaska; "the king's cause is our cause!"
On entering the ballroom, where the commanders of the Landsturm in their uniforms and the officers of the municipality had ranged themselves along the walls, the three heroes were received with three deafening cheers; and this time Andreas Hofer was not bold enough to tell the enthusiastic gentlemen to be silent, but he looked quite respectfully at the mayor in his long black robe, who was approaching him with a grave step between two members of the city council.
Even her professional eye no longer distinguished regiment from regiment, dragoon from grenadier, Uhlan from Hussar or Landsturm. Stripes, insignia, numerals, badges of rank, had lost their meaning. Those who wore them no longer were individuals. They were not even human.
"In the first place, we will inform Andreas Hofer that his wishes shall be complied with, and that we will call out the Landsturm and all our forces. Let me write to him, therefore, and then we will hold a council of war."
