Those who have settled in the country since then can become naturalized after two years' residence dating from the time at which their names were registered in the Field-cornet's books. This naturalization confers the privilege of voting for local officials, Field-cornets, landdrosts, and for members of the Second Raad.

The Roman Dutch law is the common law of the country, as it is of the colonies of the Cape of Good Hope and Natal, and of the Orange Free State. Prior to the Annexation justice was administered in a very primitive fashion. First, there was the Landdrosts' Court, from which an appeal lay to a court consisting of the Landdrost and six councillors elected by the public.

In most of the principal towns there are landdrosts appointed by us; thus in this State the keeping of order and the administration of justice are managed by us, and not by your Excellency. In the Transvaal it is just the same. There also justice and order are managed by magistrates appointed by our Government.

He was listened to with indifference when he represented to certain Landdrosts and Field Cornets that he had not come to talk politics, but to complain of a theft. Those to whom he spoke looked upon the cattle raid not as robbery, but as "annexation" or "commandeering." A man, listening to the palaver, exclaimed: "Well, anyhow, we shall have cheap beef as long as Montsioa's cattle last."

"If you ask a native he will tell you that access to the law-courts is much too easy, but they are the Criminal Courts of the Field Cornets and Landdrosts. He suffers so much from these, that he cannot entertain the idea that the Higher Courts are any better than the ordinary Field Cornets' or Landdrosts'. However, there are times when with fear and trepidation he does appeal to a Higher Court.

The greatest mischief was done by many of our landdrosts, who, after having surrendered, sent out communications to officers and burghers exhorting them to come in.

Usually the clerk does all the work, and the Landdrost, in his capacity of chief magistrate, passes all the sentences and issues all the instructions. But, then, Landdrosts, as a rule, are very agreeable people, possibly because they are educated and intelligent men, and have nothing in common with the Boer. I have one particular Landdrost in my mind as I write.

This was a court of first instance as well as a court of appeal. Then there was a Supreme Court, consisting of three Landdrosts from three different districts, and a jury of twelve selected from the burghers of the State. There was no appeal from this court, but cases have sometimes been brought under the consideration of the Volksraad as the supreme power.
