In criminal cases, the jury pronounces on the double question, whether the accused did the act charged to him, and whether he has been juridically proved to have been accountable for the act under the laws as expounded by the judge.

This executive board, instituted for the protection of the revenue and of the people, and which was no court of justice in fact or name, turned their own representative officer, reporting facts according to his duty, into a voluntary accuser who is to make good his charge at his peril; the farmer-general, whose conduct was not criminally attacked, but appeared as one of the grounds of a public inquiry, is turned into a culprit before a court of justice, against whom everything is to be juridically made out or not admitted; and the members of an executive board, by usurpation and fraud, erect themselves into judges bound to proceed by strict rules of law.

Why did China, who to-day insists that that port is indispensable to her, cede it to Germany? Why in 1914 did she make no effort to recover it, but leave this task to the Japanese army? Further, who can maintain that juridically the last war abolished ipso facto all the cessions of territory previously effected? Turkey formerly ceded Cyprus to Great Britain.

It was in the possession of a virtuous widow of Cochin, born at Tamuzay in China, and named Lucy de Vellanzan, who had formerly been instructed at Malacca in the mysteries of faith by Xavier himself; and who was aged an hundred and twenty years, when she was juridically interrogated, concerning the miracles which had been wrought by her medal.

Two thousand years before the Christian era we are told by Maspero that the Egyptian woman was the mistress of her house; she could inherit equally with her brothers, and had full control of her property. We are told by Paturet that she was "juridically the equal of man, having the same rights and being treated in the same fashion."

He might have added that if the sin of Adam could not only be imputed to us juridically but could actually taint our consciousness as it certainly does if by Adam we understand our whole material heritage so surely the sins done or the habits acquired by the body beyond the scope of consciousness may taint or clarify this consciousness now.

The matter diminution of fame. The law presumptions on all these are in the communication. No intent can, make a defamatory publication good, nothing can make it have a good tendency; truth is not pleadable. Taken juridically, the foundation of these law presumptions is not unjust; taken constitutionally, they are ruinous, and tend to the total suppression of all publication.

The Conference was qualified to dictate peace terms to Germany, but it wanders beyond the bounds of its competency when it construes those terms and arrogates to itself on the strength of forced and equivocal interpretations the right of imposing upon a nation which is neither militarily nor juridically an enemy a constitutional reform.
