Japan's ships dominate seventy-two per cent. of the Pacific's commerce now. So when the war broke out, Japan shouldered not the white man's burden but the Brown Brother's and plunged in to police Asia. Again why not? As Uncle Sam polices the two Americas, and John Bull the seas of the world, so the Mikado undertakes to police the sea lanes of the Orient.
All the statistics available in reference to Japan's trade, commerce, and industries point to the enormous and annually increasing development of the country. Indeed, the trade has marvellously increased of recent years. Since 1890 the annual value of Japan's exports has risen from £5,000,000 to £35,000,000, the imports from £8,000,000 to £44,000,000.
When, in the fifteenth and sixteenth centuries, Japan's conquering arm reached across the waters, to ravage the coast of China, to extend her influence as far south as Siam, and even to invade Korea with a large army in 1592, it looked as if she were well started on her career as a world-power. But that was not yet to be.
It should be carefully noted that not only has Japan no unfriendly feelings for Germany but that German Professors have been appointed to office during the war. In the matter of enemy trading Japan's policy has been even more extraordinary. Until there was a popular outcry among the Entente Allies, German merchants were allowed to trade more or less as usual.

Meanwhile publication in a leading Peking newspaper of further details covering Japan's subterranean activities greatly inflamed the public, and made the Liberal political elements more determined than ever to stand firm.
