Von Jagow knew that every new square mile of territory gained was being paid for, not only by the cost of German blood, but by the more terrible cost of public opinion and German influence abroad. But Germany was under martial law and the Foreign Office had nothing to say about military plans. The Foreign Office also had little to say about naval warfare.

But Italy, thus absolved from the ties that had so long linked her with Germany and Austria, entered into a conditional compact with the Powers of the Entente. In Paris the secret quickly leaked out and was at once communicated to Berlin, whose organized espionage continued to flourish in the French capital. Thereupon Herr Jagow urged Bülow to bestir himself without delay.

After my experience of the journeys of Herren Meyer Gerhardt and Dernburg, I certainly do not think that Herr Albert would have done very much in Berlin. Even I could hardly have hindered the opening of the unrestricted submarine campaign where Herr von Jagow, Herr von Kühlmann and others had failed, and after all, that was the main point. Mr.

'the idea had nothing to do with arbitration, but meant that representatives of the four nations not directly interested should discuss and suggest means for avoiding a dangerous situation'. Herr von Jagow spoke in the same sense to the French and Italian Ambassadors, who discussed the matter with their British colleague.

Nearly two milliards of francs of German money are invested in commercial and industrial enterprises and immovable property in Italy, besides the value of ships detained at Italian ports, some of which have cargoes valued at several million francs. The Kaiser is himself the largest shareholder in the Italian mercury mines of Monte Amiata, his Foreign Secretary, von Jagow, is another.

Gerard was going to the United States on a short visit, von Jagow insistently urged me to go also in order to make every effort to induce the President to do something towards peace; and, as a result of his urging and as a result of my own desire to make the situation clear in America, I sailed from Copenhagen on the twenty-eighth of September with Mrs.

I am pleased to say that von Jagow saw my point of view and finally secured permission for Lieutenant Goschen to leave for England. Dr. Ohnesorg, one of our assistant Naval Attaches, went with him to England on account of the seriousness of his condition, and I was very glad to hear from his father that he had arrived safely in London.

The first news we received of what had taken place was that Secretary von Jagow had informed the Kaiser he would resign before he would do anything which might cause trouble with the United States. Germany was split wide open by the submarine issue.

In conversation with me, Zimmermann and the Chancellor and von Jagow all expressed the greatest regret over this incident, which shows how little control the civilian branch of the government has over the military in time of war.

"Thus if the United States approves the present attitude of the Chancellor this step will aid in clearing the entire situation and will materially strengthen the policy of von Bethmann-Hollweg and von Jagow, which is a deep desire for peace with America."
