These Danes began first to make their invasions here about the year 800, which they after renewed at several times, and under several leaders, and were as often repulsed. They used to come with vast numbers of ships, burn and ravage before them, as the cities of London, Winchester, &c.
In the spring of the following year the valiant chief repaid the enemy in part for these invasions of his country. He had now under his command no less than twenty thousand warriors, largely horsemen, and in the leafy month of May, taking advantage of a weakening of the Russian line, he dashed suddenly from the highlands for a raid in the neighboring country of the Kabardians.
The commons, therefore, besides insisting still on the exclusion, proceeded to bring in bills of an important, and some of them of an alarming nature: one to renew the triennial act, which had been so inadvertently repealed in the beginning of the reign; a second to make the office of judge during good behavior; a third to declare the levying of money without consent of parliament to be high treason; a fourth to order an association for the safety of his majesty's person, for defence of the Protestant religion, for the preservation of the Protestant subjects against all invasions and opposition whatsoever, and for preventing the duke of York, or any Papist, from succeeding to the crown.
In my opinion the whole subject should be taken into national control and adequate power given to the Executive to protect our people against plague invasions. On the 1st of September last I approved regulations establishing a twenty-day quarantine for all vessels bringing immigrants from foreign ports. This order will be continued in force.
But as ability is a vigorous and active principle, and as property is sluggish, inert, and timid, it never can be safe from the invasions of ability, unless it be, out of all proportion, predominant in the representation. It must be represented, too, in great masses of accumulation, or it is not rightly protected.
By the 1st art., 8th sec., 15th, 16th and 17th clauses, Congress will be empowered to call forth the militia to execute the laws of the union, suppress insurrections and repel invasions; to provide for organizing, arming and disciplining the militia, for the governing such part of them as may be employed in the service of the United States, and for the erection of forts, magazines, etc.
Three such invasions may be distinguished as of principal importance: that of the Kayans in the south and perhaps in the south-east, of the Muruts in the north, and of the Ibans in the south-west.
The Thirty Years’ War devastated every province of the German Empire, and such was the misery and anarchy that in many parts the people had reverted to savagery and cannibalism. And hardly had the country recovered from the horrors of the wars of religion, when repeated French invasions laid waste the rich provinces of the Rhine and Palatinate.
He was the type of the sons of that pure and noble Germany, so fertile in honorable natures, whose peaceful manners and morals have never been lost, even after seven invasions. This stranger laughed with simplicity, listened attentively, and drank remarkably well, seeming to like champagne as much perhaps as he liked his straw-colored Johannisburger.
Such invasions were more to Foma's liking than all other adventures and games, and his behaviour during these invasions was marked with a boldness that at once astounded and angered his companions.
