In fact, as was proved later, several of them, notably the prime minister himself, with Dorion, Holton, and Huntington, regarded federation with suspicion and were its consistent opponents until the final accomplishment. The negotiations for the joint construction of an intercolonial railway had been proceeding for some time. These the ministry continued, but without enthusiasm.

The Intercolonial made the union of east and centre a reality, the Canadian Pacific bound east and centre and west, and the National Transcontinental added the north to the Dominion, gave the needed breadth to the perilously narrow fringe of settlement that lined the United States border.

Bismarck used the Prussian railways as well as the Zollverein to build up German unity. In the making of Canada the Intercolonial railway and the Canadian Pacific were essential complements to the national tariff. Railways forced South Africa into union, and will gradually give Australia real cohesion and unity.
