Prices in the several communities tended of course to be equalized partly by a slender intercolonial slave trade but mainly by the Guineamen's practice of carrying their wares to the highest of the many competing markets. The war for American independence, bringing hard times, depressed all property values, those of slaves included.

When the four colonies, Massachusetts, Plymouth, Connecticut and New Haven, created the New England Confederation in 1643 for joint and reciprocal action in matters of common concern, they provided not only for the intercolonial rendition of runaway servants, including slaves of course, but also for the division of the spoils of Indian wars, "whether it be in lands, goods or persons," among the participating colonies.

Why people should travel here, or why they should be excited about it, we could not see; we could not overcome a feeling of the unreality of the whole thing; but yet we humbly knew that we had no right to be otherwise than awed by the extraordinary intercolonial railway enterprise and by the new life which it is infusing into the Provinces.

During the same session the imperial parliament passed a bill to guarantee a loan of three million pounds sterling for the construction of an intercolonial railway between Quebec and the coast of the maritime provinces a work recognised as indispensable to the success of the new federation.

Hincks, a representative of Canada, went to London to endeavour to obtain from the British government a sum sufficient to build the Intercolonial Railway. The request of the delegates was refused on the ground that such a work had to be one of military necessity, and that the route which had been selected, by the valley of the St. John, was not a proper one for military purposes. Many bankrupt lines in the Maritime Provinces and Quebec were offered to the Intercolonial as valuable feeders.

As a half-concession to the demand that the Intercolonial should be operated by an independent commission, a board of management was established in 1909, consisting of the chief officials of the road. In 1913 this board was dissolved and the management vested in a single commissioner, F. P. Gutelius, formerly of the Canadian Pacific. Financial returns showed little improvement.

There was always a good deal of local feeling injected into the discussion of railway matters and Wilmot, who was a resident of Fredericton, incurred a good deal of censure for the ridicule which he threw on the proposal to build a railway from St. John to Shediac, which is now a part of the Intercolonial.

As we steamed out of Quebec we saw the snow-ploughs conveniently shunted, ready for use at a moment's notice. The snowsheds are a permanent institution on the Intercolonial Railway. The train passes through them sometimes for the length of half a mile. They are simply wooden erections like a box, built in parts of the line where the snow is likely to drift.
