This incident is suggestive of the important place which institutes have secured in the work for better farming. The results of a generation of institute work are not easy to summarize. It is safe to make a broad generalization by asserting that this form of agricultural education has contributed in a remarkable degree to better farming.

There are in addition agricultural high-schools, agricultural institutes, and technical schools such as veterinary high-schools, schools of mining, forestry, architecture and building, commercial schools, schools of art and industry; a naval school at Kiel; a colonial institute at Hamburg, with sixty professors and tutors, where men are trained for colonial careers, and which serves also the purpose of distributing information of all kinds regarding the colonies; there are 400 schools which prepare for a business career, with 50,000 pupils, and the Socialists in Berlin maintain an academy for the instruction of their paid secretaries and organizers in the rudiments and controversial points of socialism, military academies at Berlin and Munich, besides some 50 schools of navigation, and 20 military and cadet institutions.

Monarchs seldom condescend to become the preceptors of their subjects; and some praise is due to Justinian, by whose command an ample system was reduced to a short and elementary treatise. Among the various institutes of the Roman law, those of Caius were the most popular in the East and West; and their use may be considered as an evidence of their merit.

The opening of the elementary schools and of the two rabbinical institutes in Vilna and Zhitomir did not begin until 1847, and for the first few years they dragged on a miserable existence. The present generation of teachers may be much improved by means of teachers' associations and teachers' institutes. By the establishment of normal schools, or teachers' seminaries, a higher grade of teachers may be trained up and qualified to take the charge of the next generation of scholars.

The law now provides for twelve Teachers' Institutes, annually, and there were opportunities during the present year for holding them; but, in order that one agent might be constantly employed, and a second employed for the term of six months, I limited the number of sessions to ten.

If so, the idea must have been soon abandoned, as we have him, in 1832, becoming a Fellow of the Royal College of Surgeons, Edinburgh, and thereafter betaking himself, as an extra academical lecturer, to the teaching of the Institutes of Medicine.
