Natural rights inhere in man by reason of his existence; civil rights are founded in natural rights and are designed to secure and guarantee them. He gives an individual twist to the doctrine of the social compact. Some governments arise out of the people, others over the people. The latter are based on conquest or priestcraft, and the former on reason.
Lamentable as it may be, masses of men do not rank artistic literary skill as highly as they ought. While a lofty idea is not likely to make its full impression until wrought into lofty beauty by a master of style, the worth must nevertheless inhere in the substance rather than in the form if the statement is to make lasting effect upon the passing generations.
Some services of their own or of their ancestors to the state, some superiority, natural or acquired, of parts or skill, at least some specialty of high culture and elegant breeding, a quick sense of honor, a jealousy of insult to the public, an impatience of personal stain, some or all of these qualities, appealing to the gratitude or to the imagination of the masses, have usually been supposed to inhere in the class they permit to rule over them.
God created atoms without magnitude or quality, and he likewise created qualities to inhere in groups of atoms. These qualities they called accidents, and one of their important discussions was whether an accident can last more than a moment of time. The opinions were various and the accidents were classified according to their powers of duration.
Though, in the meantime, it be manifest, and every one, upon inquiry into his own thoughts, will find, that he has no other idea of any substance, v.g. let it be gold, horse, iron, man, vitriol, bread, but what he has barely of those sensible qualities, which he supposes to inhere; with a supposition of such a substratum as gives, as it were, a support to those qualities or simple ideas, which he has observed to exist united together.
And this is self-evident, seeing that a quæsitum, in itself, asks only Does or does not this inhere in that? and not Does or does not this inhere in that, and at the same time inhere in nothing else?
The unknown something which is supposed to have qualities, or in which these are supposed to inhere, is an unnecessary fiction of the imagination. A permanent similarity of attributes by no means requires a self-identical support for these. A thing is nothing more than a collection of qualities, to which we give a special name because they are always found together.
Why should it inhere in ignorant, brutal plainsmen any more than in ignorant, brutal factory hands? There came to her, now and again, gentle old ranchers "grangers," they would be called and shy boys from the farms, but for the most part the men she saw embittered her, and she kept out of their sight as much as possible.
The Utopia of a modern dreamer must needs differ in one fundamental aspect from the Nowheres and Utopias men planned before Darwin quickened the thought of the world. Those were all perfect and static States, a balance of happiness won for ever against the forces of unrest and disorder that inhere in things.
The base and treble differ only to the hearer, meanness and magnificence only to the inhabitant. There is no evil but must inhere in a conscious being, or be referred to it; that is, evil must be felt, before it is evil.
