On the occasion of a call at the office, one of them asked if it would not be practicable in some way to buy to better advantage? We explained to him the terms on which the business in importation lots was done.

The existing law of our country says to the foreign author, "You can have property in your book only if you manufacture it into salable form in this country." What would be said of the wisdom or wild folly of a law which sought to protect other American industries by forbidding the importation of all foreign manufactures? No question of tariff protection is here involved.

But by wintering them at their destination, I had hopes of inuring the importation so that they would withstand the coming summer, the heat of which was a sore trial to a northern-bred animal. Accordingly I made arrangements with a farmer to feed my car of bulls during the winter, hay and grain both being plentiful.

In consequence of the heavy duty imposed upon opium, to discourage its importation, the greater portion of the drug consumed in the country is smuggled into it by the masters of the Spanish trading-vessels from China or Singapore.

The true question was, whether the national happiness would be promoted or impeded by the importation; and this question ought to be left to the National Government, not to the States particularly interested. If England and France permit slavery, slaves are, at the same time, excluded from both those kingdoms. Greece and Rome were made unhappy by their slaves.

The act of William, which gave the bounty, combined with the prohibitory act of Charles II was founded obviously and strikingly upon the principle of encouraging exportation and discouraging importation; the spirit of the regulations adopted in 1773, and acted upon some time before, was nearly the reverse, and encouraged importation and discouraged exportation.

When the former very high duties upon the importation of foreign grain were imposed, accompanied by the grant of a bounty, the growing price of corn in this country was not higher than in the rest of Europe; and the stimulus given to agriculture by these laws aided by other favourable circumstances occasioned so redundant a growth, that the average price of corn was not affected by the prices of importation.

Mitchell seemed almost to grudge the elbow room, as he talked of the number of cubic feet that held a dozen of his own parishioners; and needful as the change had been for the health of both husband and wife, they almost reproached themselves for having fled and left so many pining for want of pure air, dwelling upon impossible castles for the importation of favourite patients to enjoy the balmy breezes of Avonmouth.

In the previous year, the merchants and traders of Boston, Salem, Connecticut, and New York, had agreed to suspend for a time the importation of all articles subject to taxation. Similar resolutions had recently been adopted by the merchants of Philadelphia. Washington's letter is emphatic in support of the measure.

In those States which have restrained or prohibited the importation of slaves, it is only done by legislative acts, which may be repealed.
