Lieutenant Embleton had been a dashing and gallant officer, but his career in the service had been ruined by the fact that he had served under Lord Cochrane, both in the Pallas, the Impérieuse, and the Speedy.

In 1807, however, he had only time to bring forward two motions respecting sinecures and naval abuses, which issued in violent but unproductive discussion, when he received orders to join the fleet in the Mediterranean as captain of the Imperiéuse. Naval employment was grudgingly accorded to him; but it was thought wiser to give him work abroad than to suffer under his free speech at home.

At 8 a.m. on the 13th of April he despatched the brigs and mortar-vessel to attack the ships still aground. The Etna unfortunately split her mortar, and the other vessels could do the enemy but little harm. A strong wind and tide prevented the Imperieuse and Pallas from taking a part in the attack.

On his replying that his great desire to be employed in his profession made him willing to do anything, and that all he wished for was a little longer time for preparation, no further communication was vouchsafed to him. He was quietly superseded in the command of the Impérieuse, and received no other ship. Out of this ill-treatment, however, resulted some benefit to the nation.

Vincent as first lord of the admiralty, Lord Cochrane was appointed to the Pallas, in which he again did excellent service; and distinguished himself still more when, in the Impérieuse, he attacked the whole French fleet in the Basque Roads, driving three or four of their battle-ships ashore, capturing three others, and compelling the rest to take to flight.

His cruise in the Impérieuse, which has no parallel in naval history, procured for Lord Cochrane nothing whatever but shattered health from the incessant anxiety and exertion he had undergone in the profitless but high-minded course he adopted to thwart the French in their attempts to establish a permanent footing in Eastern Spain.

At a short distance from the Impérieuse were anchored the frigates Aigle, Unicorn, and Pallas, for the purpose of receiving the crews of the fireships on their return, as well as to support the boats of the fleet assembled alongside the Cæsar, to assist the fireships. The boats of the fleet were not, however, for some reason or other made use of at all.

"The cruises of the Impérieuse were periods of continual excitement, from the hour in which she hove up her anchor till she dropped it again in port; the day that passed without a shot being fired in anger was with us a blank day; the boats were hardly secured on the booms than they were cast loose and out again; the yard and stay tackles were for ever hoisting up and lowering down.

However, they were prevented from destroying the vessels that still lay at their mercy by another peremptory order of recall. That brought the service of the Impérieuse and my service to an end, and the service of Cochrane also. We were ordered back to England, and Lord Gambier’s despatch as to the affair was so scandalously untrue that Cochrane denounced it in parliament.

Another election was coming on. Cochrane stood again for Honiton, and was returned to parliament without spending a penny. On the 23rd of August he was appointed to the command of the Impérieuse, and the crew of the Pallas were turned over to her, and on the 29th of November we joined the fleet again. We took several prizes, and returned to Plymouth in February.
