But a national trait, while it is not heritable in the simple sense of that term, has the same semblance, or the same degree, of hereditary persistence that belongs to the national institutions, usages, conventionalities, beliefs, which distinguish the given nation from its neighbors.

The effects of the insurrection of 1745, the destruction of the patriarchal power of the Highland chiefs, the abolition of the heritable jurisdictions of the Lowland nobility and barons, the total eradication of the Jacobite party, which, averse to intermingle with the English, or adopt their customs, long continued to pride themselves upon maintaining ancient Scottish manners and customs, commenced this innovation.

We see in the protest of the Highlanders against the abolition of heritable jurisdictions, that they preferred that kind of local rule. And if to the popular nature must be ascribed the growth of an irresponsible ruling class; then to the popular nature must be ascribed the social arrangements which that class creates in the pursuit of its own ends.

And, to give full measure, it may be added that also in no case does a division of classes within any one of these nations, into noble and base, patrician and plebeian, lay and learned, innocent and vicious, mark or rest on any slightest traceable degree of difference in race or in heritable endowment. On the point of racial homogeneity there is no fault to find with the position taken.

Any one who belonged to that circle ruled along with it, whether he were competent to rule or not. But culture is not a heritable possession; no one can win it save by virtue of a higher spirit and will. He who has this spirit and this will, can and will win it. He who wins it is fit for higher responsibilities. Is the voice from the average heart answered? No.

So many melancholy instances have we seen of working-men being ruined by the want of power or will to leave small heritable possessions in country towns, where employment deserted them, that we entertain a strong feeling against this class of persons investing their earnings in fixed property.

There is no such thing as an inherent racial mind but there are different national and racial cultures lasting sometimes for centuries, like that of China, and some times only for a generation, like that of modern Germany. But these differences are temporary and outward and not inwardly heritable.

Dalgleish of Raxmathrapple, the representative of an ancient Scottish family who claimed an important heritable office. The name, I thought, was familiar to me, but there was something in the appearance of Mr. Dalgleish which, notwithstanding the smiles of Miss Selina, rendered a rivalship in that quarter utterly out of the question.

And I suppose that in early times, when those bodies did not already contain the records and the traces of endless generations, any new habit would more easily fix its mark on the heritable element, and would be transmitted more easily and more certainly.

If first and second children reveal a greater percentage of heritable defect, it is because the later born children are less liable to survive the conditions produced by a large family. In passing, we should here recognize the difficulties presented by the idea of "fit" and "unfit." Who is to decide this question?
