Rochambeau preferred the latter alternative, because it involved fewer difficulties, and the message to de Grasse was accompanied by a private memorandum from him to the effect that he preferred the Chesapeake as the scene of operations. Accordingly de Grasse sent the messenger frigate back with word of his intention to go to Chesapeake Bay.

The action of De Grasse, also, should be considered not only with reference to the particular occasion, but to the general condition of the war as well, and when thus weighed, and further compared with other very similar opportunities neglected by this general officer, a fair estimate of his military capacity can be reached.

The captured property consisted of a large train of artillery viz., 75 brass and 69 iron cannon, howitzers, and mortars; also a large quantity of arms, ammunition, military stores, and provisions fell to the Americans. One frigate, 2 ships of twenty guns each, a number of transports and other vessels, and 1,500 seamen were surrendered to de Grasse.

To draw them within reach, Rodney signalled Hood to send chasers after the Zélé. De Grasse took the bait and ran down to her support, ordering his ships to form line-of-battle on the port tack, which was done hastily and tumultuously.

He was stoned at Vence; and even his colleague in temporal power, the Marquis of Villeneuve, showed himself as insolent as he dared. At length the King came to his aid, and being given his choice of the Sees, Godeau immediately left "the perfumed wench," as he called Grasse, and chose to live and work among his one-time enemies of Vence.

To these difficulties was to be added that the attack must be made under sail against ships at anchor, to whom loss of spars would be of no immediate concern; and which, having springs out, could train their broadsides over a large area with great ease. Nevertheless, both sound policy and mortification impelled De Grasse to fight, which he did the next day, January 26.

Such a course cannot be consistently followed for years without affecting the spirit and tone of the officers charged with it; and it led directly to as brave a man as ever commanded a fleet, the Comte de Grasse, failing to crush the English under Rodney when he had the chance, in 1782.

The remarkable movement which the latter general now proceeded to execute would have been impossible without French coöperation. A French fleet of overwhelming power, under the Count de Grasse, was approaching Chesapeake bay. Washington, in readiness for it, had first moved Rochambeau's army from Rhode Island across Connecticut to the Hudson river.

It was known that De Barras had sailed from Newport with eight ships, bound probably for the Chesapeake, certainly to effect a junction with De Grasse; and it has been judiciously pointed out that if Graves had taken up his cruising-ground near the Capes, but out of sight of land, he could hardly have failed to fall in with him in overwhelming force.

The most glaring instances of failure on the part of England to do this were when De Grasse was permitted to get out unopposed in March, 1781; for an English fleet of superior force had sailed from Portsmouth nine days before him, but was delayed by the admiralty on the Irish coast; and again at the end of that year, when Kempenfeldt was sent to intercept De Guichen with an inferior force, while ships enough to change the odds were kept at home.
