It was to satisfy the Nonconformists and the 'unsectarian, as distinct from the secular party of the League, by forbidding all distinctive 'catechisms and formularies, which might have the effect of openly assigning the schools to this or that religious body.
The laws of Nature do not act vindictively; and through all theological formularies and traditional interpretations let us realize that what we are dealing with is the supreme law of our own being; and it is on the basis of this natural law that we find such declarations as that in Ezek. xviii., 22, which tells that if we forsake our evil ways our past transgressions shall never again be mentioned to us.
These venerable formularies, containing the most exact verbal expression which the Church has been able to frame, of what the Scriptures teach about God and his ways, we commit to memory, and we repeat them with comfort and edification. But we do not pretend to penetrate the very essence of their meaning. Who by searching can find out God? One must be God himself to understand him.
One consideration which remains to be mentioned would alone be decisive in favour of this view. A fellowship required orders. Milton had been intended for the church, and had been sent to college with that view. By the time he left Cambridge, at twenty-four, it had become clear, both to himself and his family, that he could never submit his understanding to the trammels of church formularies.
Some of the ambassadors bowed their heads in silent resignation; others, with the utter thoughtlessness of men bewildered by all that they had seen and heard during the interview that was now close, unhappily revived the recollection of the broken treaties of former days, by mechanically inquiring, in the terms of past formularies, what security the besiegers would require for the payment of their demands.
Not merely then by addition, but possibly, in some instances, by both subtraction and substitution, we may find the "Prayer-book as it is" open to improvement. Before, however, entering upon any criticism of the formularies in detail, it is important to draw a distinction between two very different things, namely, the structure of a liturgical office and the contents of it.
For her decisions he claims a degree of reverence far beyond what she has ever, in any of her formularies, claimed for herself; far beyond what the moderate school of Bossuet demands for the Pope; and scarcely short of what that school would ascribe to Pope and General Council together. To separate from her communion is schism.
Yet they are, in a way, uncompromisingly formal, architectural, strophic, and conventionally Verdian in their repetition of rhythmical motives and their melodic formularies.
It is dangerous to make sweeping generalizations, but there is at any rate a good deal to be said for classing the world's religions either as mechanical and ineffective, or as spiritual and effective. The mechanical kind offers its consolations in the shape of a set of implements. The "virtue" resides in certain rites and formularies.
