No law, no lip-service, no effort, however well-intentioned, will amount to anything worth while in inculcating the true American spirit in our foreign-born citizens until we are sure that the American spirit is understood by ourselves and is warp and woof of our own being.

The war and its after-effects had clearly demonstrated this to be the most vital need in the life of the nation, not only for the foreign-born but for the American as well.

In no other country in the world is the moral conception so clear and true as in America, and no people will give a larger and more permanent reward to the man whose effort for that public has its roots in honor and truth. "The sky is the limit" to the foreign-born who comes to America endowed with honest endeavor, ceaseless industry, and the ability to carry through.

The tributes were paid in kind, and consisted of cattle, horses, foreign-born slaves, hounds, oxen, scarlet mantles, coats of mail, chess-boards and chess-men, drinking cups, and other portable articles of value. The quantity in every case due from a King to his subordinate, or from a subordinate to his King for the gifts and grants were often reciprocal is precisely stated in every instance.

The ratio of foreign-born inhabitants to the aggregate in 1850 was 9.68 per cent. in 1860, 13.16, and in 1870, 14.44. In the last-named year, moreover, 10,892,015, or 28 per cent. of the entire population, white and black, are credited with foreign parentage on one or both sides. Excluding the colored element, ranked as all native, this proportion rises to 32 per cent.

They'll be sacking our homes next. Already their attitude is almost insufferable. People beyond these hills do not understand the reign of terror under which these foreign-born men hold the Wyoming Valley! "It has come a time when we must shoot first, if there is to be any shooting! I've had a talk to-day with Sheriff Marlin.

The high birth rate of the foreign born is, of course, in part to be explained through the fact that the foreign-born population is made up for the most part of individuals in the prime of life, that is, in the reproductive age.

Not only that; he lived in S. Green Street, Englewood. S. Green Street, near Seventieth, is almost rural with its great elms and poplars, its frame cottages, its back gardens. A neighbourhood of thrifty, foreign-born fathers and mothers, many children, tree-lined streets badly paved. Nick turned in at a two-story brown frame cottage. He went around to the back. Ma was in the kitchen.

The more one studied the problem the clearer it became that the vast majority of American-born needed a refreshing, and, in many cases, a new conception of American ideals as much as did the foreign-born, and that the latter could never be taught what America and its institutions stood for until they were more clearly defined in the mind of the men and women of American birth.

But to the foreign-born they seem distinct lacks; they loom large; they form serious handicaps which, in many cases, are never surmounted; they are a menace to that Americanization which is, to-day, more than ever our fondest dream, and which we now realize more keenly than before is our most vital need.
