As a result, when the deputies met on the 1st of October, it was calculated that about 400 belonged to the floating central mass, 136 to the Jacobins, that is, Jacobins in the new Robespierre-Danton sense, 264 to the Feuillants. Among the latter there was a general inclination towards a policy of rehabilitating the royal power.
The 1150 men who had been the first choice of France now pass out of our sight. The 720 deputies of the Legislative Assembly were new and generally obscure names. Nobles, clergy, conservatives did not reappear, and their place was taken by the Feuillants, who, in the former Assembly, would have belonged to the Left. The centre of gravity shifted far in the revolutionary direction.
The actual rulers of France were condemned to political extinction. Therefore the power which the Feuillants acquired by their very dexterous management of the situation produced by the king's flight could not last; their radical opponents had time on their side, and they had logic. Lewis, after his degradation, was an impossible king.
The Jacobins, like the Cordeliers, and the Feuillants, had appropriated the premises and taken the name of the dispossessed monks. Gamelin, once a regular attendant at the sittings of the Cordeliers, did not find at the Jacobins the familiar sabots, carmagnoles and rallying cries of the Dantonists. In Robespierre's club administrative reserve and bourgeois gravity were the order of the day.
The national guard, the directory of the department of Paris! the mayor of Paris himself, Bailly, and all that party in the nation who wished to maintain order, still supported them theirs was the party of repentance and terror. M. de La Fayette, Madame de Stäel, and M. de Narbonne, had a secret understanding with the Feuillants, and a part of the press was on their side.
And, that none of the middle or upper class may escape, the edict subjects to special rigor, supplementary taxes, and arbitrary arrest, not alone property-holders and fund-holders, but again all persons designated under the following heads, aristocrats, Feuillants, moderates, Girondists, federalists, muscadins, the superstitious, fanatics the abettors of royalism, of superstition and of federation, monopolists, jobbers, egoists, "suspects" of incivism, and, generally, all who are indifferent to the Revolution, of which local committees are to draw up the lists.
