Evidently the tax-paying power of the rural classes was being overstrained, for they were falling more and more into arrears in the payment of their taxes, and their impoverishment was yearly increasing. All their reserves had been exhausted, as was shown by the famines of 1891-92, when the Government had to spend hundreds of millions to feed them.

The Professor and I are hors de combat; the Counsellor is busy with his cases and his ambitions; the Doctor is probably in love with a microscope, and flirting with pathological specimens; but Number Seven and the Tutor are, I fear, both suffering from that worst of all famines, heart-hunger.

As regards agriculture, for example, vast regions were untilled, or tilled only in the straths and fertile spots by the hardy clansmen, who could not raise oats enough for their own subsistence, and periodically endured famines. History exhibits the human species at all times tormented and ravaged by tyrants, conquerors, and heroes; by wars, inundations, famines, plagues, etc. Are such long trials then likely to inspire us with very great confidence in the secret views of the Deity? Do such numerous and constant evils give a very exalted idea of the future state, his goodness is preparing for us? 4thly.
