On the 27th of January, 1781, at Barbados, despatches from the Admiralty notified him that Great Britain had declared war against Holland, and directed him to proceed at once against the Dutch shipping and West Indies. First among the enumerated objects of attack was the small island of St. Eustatius.

Eustatius throughout February, March, and April. The amount of money involved, and the arbitrary methods pursued by him and by Vaughan, gave rise to much scandal, which was not diminished by the King's relinquishing all the booty to the captors, nor by the latters' professed disinterestedness. Men thought they did protest too much. Meanwhile, other matters arose to claim attention.

This is esteemed the best work of Labat, and it certainly is very instructive in all that relates to Martinique, Guadaloupe, St. Vincent, St. Thomas, St. Lucia, St. Eustatius, &c. 842. Voyage

Eustatius, Saba, and perhaps Curaçao, and on the homeward voyage visit the French settlements on Hispaniola and Tortuga. "All this is prepared," he wrote, "by the honest privateer, at the old rate of no purchase no pay, and it will cost the king nothing considerable, some powder and mortar-pieces."

A second time that day De Grasse attacked in the same order, but neglecting the English van, directed his effort upon the rear and centre. This was equally fruitless, and seems to have been done with little spirit.

He ceased not, however, to serve his cause as eagerly with his pen, as he had formerly done with his tongue, and had engaged in a furious and acrimonious contest, concerning the sacrifice of the mass, as it was termed, with the Abbot Eustatius, formerly the Sub-Prior of Kennaquhair.

The army of Kobades laid waste the whole of the Delta up to the very walls of Alexandria. Eustatius, the military prefect, led out his forces against the invaders and fought many battles with doubtful success; but as the capital was safe the Persians were at last obliged to retire, leaving the people ruined as much by the loss of a harvest as by the sword.

Kitts and Antigua, he joined Rodney, who, after hurried repairs to the Russell, had left St. Eustatius on the 5th, with that ship, the Sandwich, and the Triumph. It is somewhat difficult to criticise positively the conduct of Hood and of de Grasse in this affair. It is clear that Hood on the first day seriously sought action, though his force was but three-fourths that of his foe.

Eustatius, a rocky patch six miles in length by three in breadth, had been conspicuous, since the war began, as a great trade centre, where supplies of all kinds were gathered under the protection of its neutral flag, to be distributed afterwards in the belligerent islands and the North American continent.

Of the particulars of observation or experience from which the feeling sprang, we have no information; but St. Eustatius was destined to show that apprehension was not wholly unfounded. A summons to active employment would at once have silenced Rodney's creditors by the assurance of increase of means, both through regular income and probable prize-money; Admiralty neglect left him in fetters.
