Wilbur L. Smith, Helena; finance chairman, Mrs. Wallace Perham, Glendive; press chairman, Miss Auerbach. The organization never had any constitution or by-laws. Letters from all over the State were written to Governor S. V. Stewart and on January 7 the women went in a body to hear his Message, in which he recommended that Montana women should be enfranchised.

Nor less heroic that sergeant, ambushed and summoned at great odds to surrender. "Never!" was the brief imperative response, and made tranquil by that word and that defiance, shot through the heart, he falls dead. This is the spirit of the ranks, this the bearing in death, this the faith in England's ideal of the enfranchised masses. Nor has the spirit of Eton and Harrow abated.

By mid-afternoon, she was again unlawful, but at sundown, she was lawful to him. At mid-afternoon he enfranchised her, and she became unlawful to him, but at sundown he married her and she was again lawful to him.

John's parish, a negro being wounded in each case, and it was plain that the intention was to institute there a practice of intimidation which should be effective to subject the freedmen to the will of their late masters, whether in making labor contracts, or in case these newly enfranchised negroes should evince a disposition to avail themselves of the privilege to vote.

A whole sex burst into citizenship, leaderless and with no common policy upon the essential needs of their sex. Except in Victoria, where the state franchise lagged behind till 1909, the women of Australia have been enfranchised for over twelve years, and yet it is only recently that they are beginning to get together as sister women.

I have known dogs, and I have known school heroes that, set aside the fur, could hardly have been told apart; and if we desire to understand the chivalry of old, we must turn to the school playfields or the dungheap where the dogs are trooping. Woman, with the dog, has been long enfranchised.

It enfranchised certain women in all the Provinces and Yukon and the Northwest Territories, which send a member to the Parliament, in the following words: "Every female who, being a British subject and qualified as to age, race and residence as required of a male, is the wife, widow, mother, sister or daughter of any person, male or female, living or dead, who is serving or has served without Canada in any of the military forces, or within or without in any of the naval forces of Canada or Great Britain in the present war...."

The world has long since awakened to a realization of the evil which a privileged few may exercise over the majority of a nation. So vividly has this truth been brought home to us that we have lightly assumed that a privileged and enfranchised majority cannot equally harm a nation.

But these are the desires of a closing phase in political history. The new discords go deeper than that. The new situation which confronts our Liberal intelligence is the discontent of the enfranchised, the contempt and hostility of the voters for their elected delegates and governments.

Stanton said: "It is the duty of the educated women of this Republic to protest against the extension of the suffrage to another man until they themselves are enfranchised!" Thus it would appear that Mrs. Stanton does not believe in universal suffrage.
