Lord Carnarvon telegraphed to Singapore that he could not sanction the use of troops "for annexation or any other large political aims," supplementing his telegram by a despatch stating that the residential system had been only sanctioned provisionally, as an experiment, and declaring that the Government would not keep troops in a country "continuing to possess an independent jurisdiction, for the purpose of enforcing measures which the natives did not cheerfully accept."
During 1902 the essential instability of the arrangement led to sharp friction. The miners claimed that many operators violated the unwritten agreement. The operators, on their part, charged that the union was using every means for practically enforcing the closed shop, which was not granted in the understanding.
Elinor, having once delivered her opinion on William's side, by which she offended Mrs. Ferrars and Fanny still more, did not see the necessity of enforcing it by any farther assertion; and Marianne, when called on for her's, offended them all, by declaring that she had no opinion to give, as she had never thought about it.
In point of fact, however, no Protestant Church is without her formulary, or abstains from enforcing it by temporal provisions and spiritual censures. It does not relieve any American state from its obligations as fixed by international law, nor prevent any European power directly interested from enforcing such obligations or from inflicting merited punishment for the breach of them. It does not contemplate any interference in the internal affairs of any American state or in the relations between it and other American states.
Darwin's view steps out of the rank of hypotheses into those of proved theories; but, so long as the evidence at present adduced falls short of enforcing that affirmation, so long, to our minds, must the new doctrine be content to remain among the former an extremely valuable, and in the highest degree probable, doctrine, indeed the only extant hypothesis which is worth anything in a scientific point of view; but still a hypothesis, and not yet the theory of species.
