That's what our community empowerment agenda is all about challenging businesses to provide more investment through empowerment zones, ensuring banks will make loans in the same communities their deposits come from, passing legislation to unleash the power of capital through community development banks to create jobs, opportunity, and hope where they're needed most.

It would be her movement a philosophy of self-containment and human empowerment to ward off loneliness, curiosity, and hormones that always stunted intelligent beings from pushing onto the next species. Guarding against these foibles, according to her, would make one less of a sociable and hedonistic monster than he or she would be otherwise.

Our growing economy has helped to revive poor urban and rural neighborhoods, but we must do more to empower them to create the conditions in which all families can flourish and to create jobs through investment by business and loans by banks. We should double the number of empowerment zones.

Religion has always been the setting forth of the inner life in terms of its relationship to God and the proofs of the reality of religion have always been found in the experiences of the soul. The mystic particularly made everything of the inner life; he lived only in its realities. For the sake of its enrichment and its empowerment he subjected himself to rigorous disciplines.

Our growing economy has helped to revive poor urban and rural neighborhoods, but we must do more to empower them to create the conditions in which all families can flourish and to create jobs through investment by business and loans by banks. We should double the number of empowerment zones.

And together, we must pledge tonight that we will use this empowerment approach, including private sector tax incentives, to renew our capital city so that Washington is a great place to work and live and once again the proud face America shows the world! We must protect our environment in every community. In the last four years, we cleaned up 250 toxic waste sites, as many as in the previous 12.

We are helping America's communities, not with more bureaucracy, but with more opportunities. Through our successful Empowerment Zones and Community Development Banks, we are helping people to find jobs, to start businesses. And with tax incentives for companies that clean up abandoned industrial property, we can bring jobs back to places that desperately, desperately need them.

To keep up the communication with the King on the throne and the heavenly world clear and fresh; to draw down the power and blessing of that world, not only for the maintenance of our own spiritual life, but for those around us; continually to receive instruction and empowerment for the great work to be done the apostles, as the ministers of the word, felt the need of being free from other duties, that they might give themselves to much prayer.

Tonight, I propose a large New Markets Tax Credit and other incentives to spur $22 billion in private-sector capital to create new businesses and new investments in inner cities and rural areas. Empowerment Zones have been creating these opportunities for five years now. We should also increase incentives to invest in them and create more of them. This is not a Democratic or a Republican issue.

Under the continued leadership of the vice president, we propose to triple the number of empowerment zones to give business incentives to invest in those areas. We should. We should also give poor families more help to move into homes of their own, and we should use tax cuts to spur the construction of more low-income housing.
