Vainly did Duport exclaim: "While every one is pestering us with new principles of all sorts, how is it overlooked that stability is also a principle of government? Is France, whose children are so ardent and changeable, to be exposed every two years to a revolution in her laws and opinions?" This was the desire of the privileged classes and the Jacobins, though with different views.
