Dongan now insisted that they should make no treaty with Onontio without his consent; and he promised that, if their country should be invaded, he would send four hundred horsemen and as many foot soldiers to their aid. As for the acknowledgment of subjection to the king and the Duke of York, the Iroquois neither understood its full meaning nor meant to abide by it.

While these things were passing, the state of Canada was deplorable, and the position of its governor as mortifying as it was painful. He thought with good reason that the maintenance of the new fort at Niagara was of great importance to the colony, and he had repeatedly refused the demands of Dongan and the Iroquois for its demolition.

Thus the campaign did not produce results proportionate to the preparations which had been made; it humbled the Iroquois, but by this very fact it excited their rage and desire for vengeance; so true is it that half-measures are more dangerous than complete inaction. They were, besides, cleverly goaded on by Governor Dongan.

They excluded the people of New York from any share in this gainful commerce; in consequence of which Dongan solicited and obtained permission to aid the five nations.

Governor Dongan of New York had warned Connecticut of what was to come, and had counseled them to submit. Three writs of quo warranto were issued, one upon another, and the colony finally petitioned the king to be permitted to retain its liberties; but in any case to be merged rather in Massachusetts than in New York.

Thus Frontenac's task was quite hopeless, if we define it as the effort to overthrow English power in America. But neither he nor any one of that age defined his duties so widely. In 1689 Canada was in extremes, with the Iroquois at Lachine and Dongan threatening an attack from New York. Frontenac's policy was defensive.

A New England Calvinist could not have shown more firmness in upholding the English position. Indeed, no governor of Puritan New England had ever equalled Dongan in hostility to Catholic New France. Frontenac's successor, Lefebvre de la Barre, who had served with distinction in the West Indies, arrived at Quebec in September 1682. By the same ship came the new intendant, Meulles.

A correspondence, too, was maintained by the Governor with Colonel Dongan at New York; the latter intimating in one of his letters that he had formed a league of all the Iroquois tribes, and put arms in their hands, to enable them to defend British colonial territory against all comers. The Iroquois confederation itself sent a deputation to Canada, which was escorted as far as Lake St.

But while Dongan was popular with the King's subjects, he became unpopular with the King. This was because he stood in the way of the plans of his royal master whenever those plans interfered with the good of the people. He must have known what the result would be. Whether he knew it or not, it came in the year 1688.

The French Governor, Denonville, declared that the design of the King his master was the conversion of the infidels and the uniting of "all these barbarous people in the bosom of the Church"; but Dongan, though himself a Roman Catholic, saw no truth in this explanation and demanded that the French demolish their forts and retire to Canada, whence they had come.
