I must own that I have sometimes wished we had the popgun back, for it answered all the purpose of "the previous question" in a deliberative assembly. No doubt the Young Girl was capricious in setting the little engine at work, but she cut short a good many disquisitions that threatened to be tedious.
Juries, in the first place, furnish us a good example of the slight importance of the mental level of the different elements composing a crowd, so far as the decisions it comes to are concerned. We have seen that when a deliberative assembly is called upon to give its opinion on a question of a character not entirely technical, intelligence stands for nothing.
To retain a seat in a deliberative assembly, and endure the routine of daily sessions for months at a time; to take upon himself a regular foreign mission, or even to accept the presidency itself, would, I firmly believe, have been most grating to his feelings. Of all but the last we may speak with certainty.
VI. The associated foreign members shall have a deliberative vote only for objects relating to sciences, literature, and arts. They shall not make part of any section, and shall receive no salary.

Under these circumstances, both the deliberative and the executive bodies of the Grecian government, assembling separately, have come to a resolution, without one dissentient voice, to invite you back to Greece, in order that you may again take a share in the Grecian contest a contest in itself glorious, and not alien from your character and pursuits.
Down below, to the side of the Forum, is the Senate-House, in which there gathers, twice each month, and oftener if summoned, the great deliberative body which, in spite of all disturbances, civil wars, and limitations or broadenings of its power, is the continuation of the assembly of grave Roman fathers who first met some eight hundred years before.
Delegates attended on behalf of the United States on the understanding that their part should be merely deliberative, without imparting to the results any binding character so far as the United States were concerned. This reserve was due to the indisposition of this Government to share in any disposal by an international congress of jurisdictional questions in remote foreign territories.
The petitioners asked that the right of election to the Assembly of Estates should be extended to citizens and peasants; that the deliberative powers of the Estates should be enlarged; and that the whole empire should be represented in an assembly, for which, however, the petitioners asked only a consultative power.
The leaders of the body, after consultation at Mr. O'Connell's residence, decided to bow to this proclamation and to meet no more as a Board; but this did not prevent them, in the following winter, from holding a new series of Aggregate meetings, far more formidable, in some respects, than the deliberative meetings which had been suppressed.
