The conditions under which it develops may frequently exist in the upper atmosphere, but to ensure the magical and lovely effects which so singularly transform the plainest landscape, these conditions must remain unchanged for a certain length of time in order that the work of crystallization may be thoroughly carried out.
Only new principles of action will save us from a final hard crystallization of monopoly and a complete loss of the influences that quicken enterprise and keep independent energy alive. It is plain what those principles must be.
They are always attainable, but their beauty is often marred by internal defects of the ice. Every one portion of the same piece of ice may show them exquisitely, while a second portion shows them imperfectly. Annexed is a very imperfect sketch of these beautiful figures. Here we have a reversal of the process of crystallization.

In some nations, the manifestations of power are coincident with its growth; in others, from vicious institutions, a vast crystallization goes on for ages blindly and in silence, which the lamp of some meteoric mind is required to light up into brilliant display.
