Whereas by an act of the Congress of the United States of the 3d of March, 1815, so much of the several acts imposing duties on the ships and vessels and on goods, wares, and merchandise imported into the United States as imposed a discriminating duty of tonnage between foreign vessels and vessels of the United States and between goods imported into the United States in foreign vessels and vessels of the United States were repealed so far as the same respected the produce or manufacture of the nation to which such foreign ship or vessel might belong, such repeal to take effect in favor of any foreign nation whenever the President of the United States should be satisfied that the discriminating or countervailing duties of such foreign nation so far as they operate to the disadvantage of the United States have been abolished; and

Nor was his instinct more at fault in recognizing that the rage for material advance, though a good thing, carries with it the countervailing disposition to rely upon perfected material rather than upon accomplished warriors to decide the issue of battle.

However repellent be the objects which he represents, if he can clothe them in a sensuous material which will charm us, he will have exerted a powerful countervailing force. We have already had occasion to observe this in our first chapter. Through the call of sense we are invited to enter and are made welcome at the very threshold of the work of art.

This feeling finds frequent expression in the literature of the time; and so much was it harped on, and so feebly were the countervailing considerations presented, that many people, both in Germany and outside of it, got into their heads a radically wrong conception of the Weimarian Dioscuri; a conception which quite forgot that both of them, all their lives long, were very strenuous workers, strongly possessed by the social sentiment.

That the Executive will, on the first day of January aforesaid by proclamation, designate the states and part of states, if any, in which the people thereof respectively shall then be in rebellion against the United States; and the fact that any state, or the people thereof, shall on that day be in good faith represented in the congress of the United States by members chosen thereto at elections wherein a majority of the qualified voters of such state shall have participated, shall, in the absence of strong countervailing testimony, be deemed conclusive evidence that such state and the people thereof are not then in rebellion against the United States:

But although, at present, uninformed as to the precise nature of the disease, still it ought not to be considered as one against which there exists no countervailing remedy. On the contrary, there appears to be sufficient reason for hoping that some remedial process may ere long be discovered, by which, at least, the progress of the disease may be stopped.

They said that the idea of going out to attack the enemy in their camp was too desperate to be entertained for a moment, and if they waited within the walls and attempted to defend themselves there, they exposed themselves to a terrible danger, without any countervailing hope of advantage at all commensurate with it; for if they failed to save the city they were all utterly and irretrievably ruined; and if, on the other hand, they succeeded in repelling the assault, it was only a brief respite that they could hope to gain, for the Monguls would soon return in greater numbers and in a higher state of excitement and fury than ever.

Hence the overpursuit of any one subject may be hurtful, unless duly balanced by countervailing forces. As the author of Friends in Council says, a human being, like a tree, if it is to attain to perfect symmetry, must have light and air given to it from all quarters. This may be done without making men superficial without sanctioning the dissipation of mere desultory reading.
