He liked, as I have noticed, general histories, such as Gibbon's, which give a bird's-eye view of long periods and, in a sense, codify a great mass of knowledge. The criminal law of the United States had scarcely been touched since the days of the first Congress, and was very defective and unsatisfactory. Mr. Webster's first task, in which he received most essential and valuable though unacknowledged assistance from Judge Story, was to codify and digest the whole body of criminal law.

Simplify the Land Laws and make transfer easier and less costly. Amend the law relating to marriage, and also on some points affecting personal status and devolution of property on death. Consolidate the Statute Law and amend and codify the Criminal Law. Carry out the amendment of the Patent Law.

The burgesses had developed their constitutional positions during the 1750's in response to a series of minor, isolated events royal disallowance, the Pistole Fee Controversy, and the Two-Penny Act. After trying for years to codify and reform laws long in use, the General Assembly in 1748 completed a general revision of the laws.

However much we may codify the law into a series of seemingly self-sufficient propositions, those propositions will be but a phase in a continuous growth.
