Victor Emmanuel came back smiling in 1814, saying that he had been asleep for fifteen years; the old régime was restored as though the Revolution had never been; and a rising of the Carbonari in 1821 was suppressed with the aid of Austrian troops.
He had always sympathized with enslaved nations struggling for independence, and was driven from Ravenna on account of his alliance with the revolutionary Society of the Carbonari. A new passion now seized him. He entered heart and soul into the struggles of the Greeks. Their cause absorbed him. He would aid them to the full extent of his means, with money and arms, as a private individual.
The catalogue of his acquaintance in the shape of Greeks, Armenians, Moors, secret Jews, Tartars, Gipsies, wandering Poles and Carbonari, would throw a curious light on those subterranean agencies of which the world in general knows so little, but which exercise so great an influence on public events.
But Malghella did not find the destined saviour of Italy in Murat; his one lasting work was to establish Carbonarism on so strong a basis that, when the Bourbons returned, there were thousands, if not hundreds of thousands, of Carbonari in all parts of the realm. This association committed some horrible excesses, but otherwise it had no results.
The basis of the revolutionary movements in Italy was the secret political association known as the Carbonari, formed early in the nineteenth century and including members of all classes in its ranks.

To disseminate the principles and secure the cooperation of Venice became the special office of the Carbonari leaders of Ferrara, and they had only to reveal the high and holy object they cherished, to one who so well knew the wants and woes of his country as Foresti, to enlist his adventurous sympathy.
Thence sprang the two antagonistic parties, on the one hand the more numerous party composed of the old Carbonari, Mazzinians, and Garibaldians, the elite of the Trastevere; and on the other the "clients" of the Vatican, all who lived on or by the Church and regretted the Pope-King.
