The Crown did not hesitate to use the episcopal patronage and to fill up vacant canonries and benefices with its own followers, and it often took the opportunity to levy upon the inhabitants of the diocese a special tax tallagium, tallage, or taille which a landlord had a right of exacting from his unfree tenants.
In such cases the entire work was committed to the charge of an underpaid vicar who adopted various devices to supplement his miserable income. Frequently men living in England were appointed to parishes or canonries within the Pale, and, as they could not take personal charge themselves, they secured the services of a substitute.

Another part of the bill provided for the suppression of such canonries or prebends as might fairly be considered superfluous. One very important reform of a different kind was also provided for in the abolition of pluralities, the bill prohibiting the holding of two livings by the same person except they were within ten miles of each other.
Bishops must therefore be allowed to keep their sees in Scotland, in order that divines not ordained by Bishops might be allowed to hold rectories and canonries in England. In April 1484 he was made Provost of Alba, and in September of the same year treasurer of the Church of Carthage.
But the Pope not only arrogates this to himself, but would seize upon the spiritual also; and yet he has nothing of it, for his commands have respect to nothing but clothing, food, canonries and prebends a matter which belongs neither to civil nor spiritual control.
