On the 20th of April, I received a despatch from Captain Taylor, commanding the naval force before Pernambuco, stating that on the 7th, the Camara of that province had unanimously resolved that they would no longer obey the Imperial authority that the Governor appointed by His Imperial Majesty had been deposed and that they had elected a President from amongst their own body.

The Spanish Government at first perhaps considered the order a bluff which the United States would not dare to carry out while Cervera's fleet was so near its own shores; but with the destruction of Cervera's ships the plan became plainly possible, and on the 8th of July the Spanish Government ordered Camara back to parade his vessels before the Spanish cities to assure them of protection.

Having obtained the unqualified consent of the Chilian Government there being now no enemy in the Pacific I chartered a vessel for my own conveyance, and that of several valuable officers and seamen who, preferring to serve under my command, desired to accompany me.

But, as our object was even more to prevent Cámara from proceeding than to send the reinforcement, it was desired that these dispositions should have full publicity, and, to ensure it the more fully, Watson was directed to go in all haste to Santiago with his flagship, the Newark, to take over his new command, the avowed objective of which was the Spanish coast, then deprived of much of its defence by the departure of Cámara's ships, and most imperfectly provided with local fortifications.

On the night of the 14th of September, the troops rose and plundered many Portuguese houses, compelling their owners to fly for safety to neutral and other vessels in the harbour. They then deposed the General-at-arms, and chose Salgado in his stead, a proceeding which was next day confirmed by a decree of the Junta, in conjunction with the Camara.

It was rebuilt by his successor, Cristobal de la Camara, who forbade the pretty housekeeper, prohibited his priests from entering nunneries, and prescribed public confessionals a measure still much to be desired. But he must have been a man of extreme views, for he actually proscribed gossip.

The Camara Santa, or treasure-room, is an annex to the north of the cathedral, and dates from the ninth or tenth century; it is small, and was formerly used as a chapel in the old Romanesque building torn down in 1380.

I wrote also to the Junta and Camara, threatening to act in a decisive manner, if these disgraceful scenes were not instantly put an end to, pointing out to them that, as they were the chief proprietors of houses and stores, so they would be the greatest sufferers from anarchy.

A pleasant walk over some grassy slopes, and two more hard scrambles, took us to the summit of the Torrinhas Peak; but the charming and extensive view towards Camara de Lobos, and the bay and town of Funchal, was an ample reward for all our trouble. It did not take us long to get back to the welcome shade of the chestnut trees, for we were all ravenously hungry, it being now eleven o'clock.

A spasmodic effort toward the end of June to send her Mediterranean fleet, under Admiral Camara, to relieve Manila was abandoned, the expedition being recalled after it had passed through the Suez Canal. The capitulation of Santiago followed. The city was closely besieged by land, while the entrance of our ships into the harbor cut off all relief on that side.
