Charles I had already sent Burlamachi to France with letters in favour of the restoration of Canada and Acadia, and had also given instructions to Sir Isaac Wake, his ambassador extraordinary. On March 5th, Louis XIII granted an audience to the ambassadors, and the basis of a treaty was agreed upon. Sir Isaac Wake represented Charles I, and Bullion and Bouthillier represented the king of France.

Madame de Bouthillier opposed the match, and told La Grange that he might do better for his daughter than to marry her to a man who, say what he might, had but twenty thousand francs a year.

Louis XIV.'s father, who neither loved nor esteemed his Queen, provided him a Council, upon his death-bed, for limiting the authority of the Regency, and named the Cardinal Mazarin, M. Seguier, M. Bouthillier, and M. de Chavigni; but being all Richelieu's creatures, they were so hated by the public that when the King was dead they were hissed at by all the footmen at Saint Germain, and if De Beaufort had had a grain of sense, or if De Beauvais had not been a disgraceful bishop, or if my father had but entered into the administration, these collateral Regents would have been undoubtedly expelled with ignominy, and the memory of Cardinal de Richelieu been branded by the Parliament with shouts of joy.

In the same neighborhood lived La Grange-Trianon, Sieur de Neuville, a widower of fifty, with one child, a daughter of sixteen, whom he had placed in the charge of his relative, Madame de Bouthillier. Frontenac fell in love with her.

"The préfet of the Var department, M. le Comte de Bouthillier, sent an express courier on Thursday last to the préfet of the Basses-Alpes, who sent that courier straight on to me, telling me that he and General Loverdo, who is in command of the troops in that district, promptly evacuated Digue because they were not certain of the loyalty of the garrison.

A year or two later we find him at Paris, at the house of his father, on the Quai des Célestins. In the same neighborhood lived La Grange-Trianon, Sieur de Neuville, a widower of fifty, with one child, a daughter of sixteen, whom he had placed in the charge of his relative, Madame de Bouthillier. After this was agreed to, the commissioners embodied in eight articles the conditions of free trade between the two countries. The whole was signed by Wake, Bullion and Bouthillier, at St. Germain-en-Laye, on March 29th, 1632. Thus terminated this quarrel between England and France, but it was only the precursor of a far more serious conflict which was to arise.

The answer of the French Canadians to this language was the establishment in 1806 of a newspaper, Le Canadien, in which the point of view of the majority in the House might be presented. The official editor of the paper was Jean Antoine Bouthillier, but the conspicuous figure on the staff was Pierre Bédard, one of the members of the House of Assembly.

All these differences were at length terminated through the energetic interference of Richelieu. These disputes had lasted for more than two years, and constantly occupied the attention of the ambassadors. The king of France, therefore, empowered Bullion and Bouthillier on January 25th, 1632, to act.
