In closing this brief sketch of the Twenty-fifth Regiment, of which Colonel Bissell is the author, you will see that he was very proud of the men under his command and if you could have seen him drilling his regiment at that time, as I still see him in memory, you would know that he fairly worshiped them. I am sure the men would have followed him into any fire against overwhelming odds.
If intended as their decision, it imports that the Senate do not advise and consent to the appointment of Daniel Bissell as colonel in the Second Regiment of Artillery.
The very year that Bissell had organized his petroleum company a boy of sixteen had obtained his first job in a produce commission office on a dock in Cleveland.
It was thought probable, and would Have been altogether fitting, that either Colonel Hardin, Colonel Baker, or Colonel Bissell, all of them men of intelligence and distinction, should be appointed general of the Illinois Brigade, but the Polk Administration was not inclined to waste so important a place upon men who might thereafter have views of their own in public affairs.
He therefore proposed, in his after-dinner speech, for nomination a democrat who had a record of earnest opposition to the slave power. Refusing the use of his own name, he added: "But I can suggest a name that will secure not only the old whig vote, but enough anti-Nebraska democrats to give us the victory. That man is Colonel William H. Bissell."
It went to defeat, however, on February 23 by a vote in the House of 21 noes to 12 ayes, in the Senate on February 26 by a vote of 6 noes to 8 ayes. Among the anti-suffrage leaders were Judge George Gray, General James H. Wilson, Miss Emily P. Bissell, Mrs. George A. Elliott and Mrs. Henry P. Scott.
