The reference librarian requires a complete knowledge of books of reference, encyclopaedias, bibliographies, and dictionaries of all kinds, and she must be skilful in their use. The circulation librarian has charge of the collection of books to be loaned to the public. She must be familiar with the collection and should understand the tastes of those who use the library.
The first business of such an Association would be to get "Guides" to various fields of human interest written, guides that should be clear, explicit Bibliographies, putting all the various writers into their relationships one to another, advising what books should be first taken by the beginner in the field, indicating their trend, pointing out the less technical ones and those written obscurely.
That our British brethren are neither adapted nor inclined to pose as exemplars in the fine art of cataloguing, we need only cite their own self-criticisms to prove. Here are two confessions found in two authors of books on catalogue-making, both Englishmen. Says one: "We are deficient in good bibliographies.
These of course are much more nearly up to date, and if they publish lists of books added to the library, they are correspondingly useful. Frequently they contain special bibliographies of books on certain subjects.

It is a translation from the French, with good bibliographies. Lectures on the History of the Nineteenth Century. Cambridge. 1902. 4s. 6d. net. A series of studies, by recognised authorities, of various aspects of modern European history.

Last May the principals of two grammar schools offered to try their ninth grades on a simple bibliography.

For such stories as these can only come out of a long and conscious tradition of art, and the greater part of these stories are drawn from volumes published during the last half century. The volume contains an admirable historical and critical introduction, and adequate biographies and bibliographies of the authors included.
The present volume contains an excellent bibliographical chapter on the history of the American short story, and an appendix with biographies and bibliographies of the writers included, which calls for more accurate revision.
