What other satisfactory explanation is there for Louis Napoleon's withdrawal from Mexico, for Great Britain's backdown in the Venezuelan boundary dispute, and for the withdrawal of the German fleet from Venezuela in 1902?
Secession now amounted to a furor. It was not the work of leaders, but the spirit which pervaded the ranks of the people, who clamored because events did not move fast enough. The "minute-men" declared Mr. Toombs' letter was a backdown. They called him a traitor, and wanted to vote him a tin sword. Congress, upon reassembling, devoted itself to measures of compromise.
In that morning's mail had come to him a letter from the Governor, full of discouraging news as to the chances of Republican success throughout the State, and advising that for the safety of life Republican candidates be withdrawn from the field a request unprecedented in the history of the State. "This would be too cowardly a backdown," he soliloquized.
Whether this will satisfy the striking merchants or whether they will make further demands, having won the first round, doesn't yet appear. There are lots of rumors, of course. One is that the backdown is not only due to the strike of merchants, but to a fear that the soldiers could no longer be counted upon.
I wished now that I had gone over to the Colton place when I first received the summons to court, instead of making proclamations of defiance to mother and Lute Rogers. This seemed such a complete backdown. As we passed the house I saw Lute peering from the barn. I devoutly hoped he might not see me, but he did. His mouth opened and he stared. Then, catching my eye, he winked triumphantly.
The disposition was to be charitable and to take cognizance of the matter rather than the manner of Germany's backdown, and to wait and see if her government would live up in good faith to its new instructions to submarine commanders, without recognizing the impossible conditions imposed.
