It was easily possible that in place of his fortune, sacrificed in the public service, he might have only the sorry substitute of a claim against the government. But after many troubled weeks he was at length relieved of the heaviest portion of his burden, through General Shirley's appointment of a commission to audit and pay the claims for actual losses.
The system of auditing the public accounts had been complained of as being insufficient for ensuring the proper application of the revenue. As a remedy, the establishment of a Board of Audit, the regulation of which should be secured by well-considered legislation, had been suggested.
At the parish meetings, and at the audit of each year’s accounts Vicar Young presided, with some exceptions, from the year 1629 to 1655, and his autograph is attached to each page.’ As an author, Dr. Young had distinguished himself before he appeared as one of the Smectymnians.
Another and not less important aspect of the problem is the ascertainment of the economy and efficiency with which the moneys appropriated are expended. Under existing law the only audit is for the purpose of ascertaining whether expenditures have been lawfully made within the appropriations.
This was to be done under the supervision of the commission, which was to wind up the board, audit its accounts, and make report to the President of the financial outcome of the affair.
I should have had military manoeuvres, training ships, aeroplane work, mountaineering and so forth, in the place of the solemn trivialities of games, and I should have fed and housed my men clean and very hard where there wasn't any audit ale, no credit tradesmen, and plenty of high pressure douches....
So on I went through the hall and through the audit chamber next to it, which also has big windows, and then into the bedrooms which lead to my own, where the curtains were drawn, and I had to go slower because of steps here and there. It was in the second of those rooms that I nearly got my quietus. The moment I opened the door of it I felt there was something wrong.
"In Guadeloupe, while taking in water the Indians wounded some of my men. They shall be chastised." Ponce's third landing occurred June 15, 1515. He found the island in a deplorable condition. Discontent and disorder were rampant. The treasurer had delegated the task to licentiate Sancho Velasquez, who received at the same time power to audit the accounts of all the crown officers.
And if, out of the abundance of his volumes, and the readiness of his quill, and the vastness of his other employments, especially in the great Audit for Accounts, he can spare us aught to the better understanding of this point, he shall be thanked in public, and what hath offended in the book shall willingly submit to his correction provided he be sure not to come with those old and stale suppositions, unless he can take away clearly what that discourse hath urged against them, by one who will expect other arguments to be persuaded the good health of a sound answer than the gout and dropsy of a big margent, littered and overlaid with crude and huddled quotations."
What law is so replete with injustice and churlishness, that when a man has made a present out of his private property and done an act of generosity and munificence, it deprives him of the gratitude due to him, hales him before a court of disingenuous critics, and sets them to audit accounts of sums which he himself has given? There is no such law.
