Asser, one of their leading jurists; by the burgomaster of Delft; and by Baron de Bildt, chairman of the Swedish delegation and minister at Rome, who read a telegram from the King of Sweden referring to Grotius's relations to the Swedish diplomatic service; as well as by President Low of Columbia University and myself: the duty being intrusted to me of laying the wreath upon Grotius's tomb and making the address with reference to it.

For instructors indeed he could find only a few Mercian prelates and priests, with one Welsh bishop, Asser. "Formerly," the King writes bitterly, "men came hither from foreign lands to seek for instruction, and now when we desire it we can only obtain it from abroad." But his mind was far from being prisoned within his own island.

Holls really distinguished himself by a telling speech on the other side which is the American side, that feature having been present in our original instructions; Messrs. Asser and Karnebeek both spoke for it effectively, and the final decision was virtually in our favor, for Mr. Asser's compromise was adopted, which really gives us the case.

He set them, in fact, an efficient example in his own case, by pressing forward diligently in his own studies, even in the busiest periods of his reign. The spirit and manner in which he did this are well illustrated by the plan he pursued in studying Latin. It was this: He had a friend in his court, a man of great literary attainments and great piety, whose name was Asser.

The spot has been chosen by the King with the utmost care, for it is his last throw. He names it the Etheling's eig or island, "Athelney." Probably his young son, the Etheling of England, is there among the first, with his mother and his grandmother Eadburgha, the widow of Ethelred Mucil, the venerable lady whom Asser saw in later years, and who has now no country but her daughter's.

To Asser he gave the general superintendence of education, not merely for laymen, but for priests. In his own words, he declared that his wish was that all free-born youth should persevere in learning until they could read the English Scriptures. For those who desired to devote themselves to the Church, he provided the means for the study of Latin. He gave all his children a good education.

We jogged on as fast as we could urge our weary horses, passed another belt of orchard land, paid more harvest-tolls to the reapers, and commenced ascending a chain of low hills which divides the plain of Aineghioel from that of Brousa. At a fountain called the "mid-day konnak" we met some travellers coming from Brousa, who informed us that we could get there by the time of asser prayer.

The miracles worked at the tomb of the murdered King were, according to Asser, so numerous and incredible that Offa, who had appropriated Æthelberht’s kingdom, was induced to send two bishops to Hereford to ascertain the truth of them, and it is generally agreed that about A.D. 825 Milfrid, who was Viceroy to the Mercian King Egbert after the death of Offa and of his son Egfrid, expended a large sum of money in building "Ecclesiam egregiam, lapidea structura" at Hereford, which he consecrated to the martyred monarch, and endowed with lands and enriched with ornaments.

In the evening dined with Minister Newel, and had a very interesting talk with Van Karnebeek, who had already favorably impressed me by his clear-headedness and straightforwardness; also with Messrs. Asser, member of the Dutch Council of State, and Rahusen, member of the Upper Chamber of the States General, both of whom are influential delegates.

It was apparently forbidden ground to Christians, but as the Dervishes did not seem to suspect us we walked about boldly, and were about to enter, when an indiscretion of my companion frustrated our plans. Forgetting his assumed character, he went to the fountain and drank, although it was no later than the asser, or afternoon prayer.
