By faithful work the arrearages have been rapidly reduced. At the end of the last fiscal year only 84,172 final agricultural entries remained undisposed of, and the Commissioner reports that with the present force the work can be fully brought up by the end of the next fiscal year.

The outlook was so threatening that Washington, who had intended to go to Mount Vernon, remained in camp, and by management and tact thwarted these combinations and converted these dangerous movements into an address to Congress from the officers, asking for half-pay, arrearages, and some other equally proper concessions. Still Congress did not stir.

But during the war several States appear to have paid more, because they were free from the enemy, whilst Virginia was cruelly ravaged. The requisition of 1784 was so quotaed on the several States, as to bring up their arrearages; so that, when they should have paid the sums then demanded, all would be on an equal footing. It is necessary to give a further explanation of this requisition.

It has been estimated that during the year 1816 the actual receipts of revenue at the Treasury, including the balance at the commencement of the year, and excluding the proceeds of loans and Treasury notes, will amount to about the sum of $47 millions; that during the same year the actual payments at the Treasury, including the payment of the arrearages of the War Department as well as the payment of a considerable excess beyond the annual appropriations, will amount to about the sum of $38 millions, and that consequently at the close of the year there will be a surplus in the Treasury of about the sum of $9 millions.

Independent, however, of the arrearages due for military services and supplies, it is presumed that a further sum of $5,000,000, including the interest on the public debt payable on the 1st of January next, will be demanded at the Treasury to complete the expenditures of the present year, and for which the existing ways and means will sufficiently provide.

To this may also be added $50,000 asked to cover the arrearages of past years and $250,000 in order to maintain a competent squadron on the coast of Africa; all of which when deducted will reduce the expenditures nearly within the limits of those of the current year.

If we miss our allowance one week, as we often do, we make it up the next week or the next month. We have sometimes been twenty-one hours in arrearages. We formerly kept a memorandum of the hours for sleep lost.

Six and a half millions of arrearages were due to the army, while its current expenses were six hundred thousand a month. The military expenses alone of the Netherlands were accordingly more than seven millions of dollars yearly, and the mines of the New World produced, during the half century of Philip's reign, an average of only eleven.

This has emboldened them to rise, for they believe that, whatever the disposition, there is no strength to chastise them. They see a proof of the correctness of their reasoning in the absence of new levies, and in the heavy arrearages due to the old troops."
