By a careful estimate it is found that to finish the office work of the several divisions there will be required over and above any balances in the hands of the several commissioners For the division of J. Renwick $3,000 For the division of A. Talcott 5,800 For the division of J.D. Graham, including some arrearages due for instruments and to assistant engineers attached to this division 6,500
The total list of arrearages, extending through four successive previous administrations, has been closed and settled up. The wrongs done to commerce for thirty years back, and under so many different Presidents, and indemnities withheld from all, have been repaired and paid over under the beneficent and glorious administration of President Jackson.
The expenditures of the Department during the year which ended on July 1st, 1828 have exceeded the receipts by a sum of about $25,000. The excess has been occasioned by the increase of mail conveyances and facilities to the extent of near 800,000 miles. It has been supplied by collections from the post masters of the arrearages of preceding years.
This has emboldened them to rise, for they believe that, whatever the disposition, there is no strength to chastise them. They see a proof of the correctness of their reasoning in the absence of new levies, and in the heavy arrearages due to the old troops."
The Governor-General insisted on his demand of four hundred thousand crowns, representing, with great justice, that the mutineers would remain in the city until they had eaten and drunk to that amount, and that there would still be the arrearages; for which the city would be obliged to raise the funds. On the 9th of May, the authorities made an offer, which was duly communicated to the Eletto.
Early in 1589 however, the whole garrison became rebellious, disarmed and maltreated the burghers, and demanded immediate payment of the heavy arrearages still due to the troops.
Long arrearages were now converting Farnese's veterans into systematic marauders; for unpaid soldiers in every age and country have usually degenerated into highwaymen, and it is an impossibility for a sovereign, with the strictest intentions, to persist in starving his soldiers and in killing them for feeding themselves.
This reduction in amount of expenditures was produced by the decrease in the amount of arrearages due on allowed claims and on pensions the rate of which was increased by the legislation of the preceding session of Congress.
But the terms of the law are so broad as to forbid the use of any part of the money for the prosecution of the work, or even for the payment to the officers and agents of the arrearages of pay which are justly due to them.
Colonel Scott, being then chief of staff, selected twenty-three to be confined and held as hostages. He was careful, however, to entirely exclude Irishmen from the number. Eventually the twenty-three men sent to England were released, and Scott took great interest in securing their arrearages of pay and patents for their land bounties.
