No matter what treason he may have made or meddled with, an Alençon or an Armagnac was sure to find Charles reappear from private life and do his best to get him pardoned. He knew them quite well. He had made rondels with them. They were charming people in every way. There must certainly be some mistake. Had not he himself made anti-national treaties almost before he was out of his nonage?
What discontent was felt against the Protestant Established Church was felt chiefly because it was regarded as an English garrison sustaining an anti-national system; and the agrarian difficulty never assumed its full intensity till by the repeal agitation the landlords had been politically alienated from the people."
The tradition of an individualist and provincial democracy, which is the mainstay of an anti-national policy, does not include ideals which have to be realized by aggressive action. Their ideals are the ones embodied in our existing system, and their continued vitality demands merely a policy of inaction enveloped in a cloud of sacred phrases.

Furthermore, as we have frequently had occasion to observe, the American democracy in its traditional form has more often than not been anti-national in instinct and idea. Our own country has, consequently, a problem to solve, similar in certain respects to that of the European nations.
It is supposed to have formed a body of national poetry, the complete loss of which is explained by the success of the anti-national school of Ennius which superseded it. The subjects of this poetry were the patriots and heroes of old Rome, and the traditions of the republic and the struggles between the orders were faithfully reflected in it.
As for myself, I defended the anti-national party in its repudiation of Imperial responsibility by arguing that the domestic needs of the country were too urgent and great to admit of any kind of expenditure, in money or energy, upon outside affairs. We did not recognize that internal reform and content were absolutely incompatible with shameless neglect of fundamental duties.
The truth is that the Democrats, under the lead of Jackson, were temporarily the national party, although they used their genuinely national standing to impose in certain respects a group of anti-national ideas on their country. The Whigs, on the other hand, national as they might be in ideas and aspirations, were in effect not much better than a faction.
The conduct of American foreign affairs during the first fifteen years of the century are an illustration of the ills which may befall a democracy during a critical international period, when its foreign policy is managed by a party of anti-national patriots.
Why do we find it in a Parliament of which the constitution and the environment were alike intolerable? My answer is, because that Parliament found itself faced by a British influence which was entirely anti-national, and was thus constrained to seek for strength in the principle of nationality. Selfishness is a rooted principle of action in nations not less than in single persons.
