Our first work to read over the Institution, which is a decree in Chancery in the year 1617, upon an inquisition made at Rochester about that time into the revenues of the Chest, which had then, from the year 1588 or 1590, by the advice of the Lord High Admiral and principal officers then being, by consent of the seamen, been settled, paying sixpence per month, according to their wages then, which was then but 10s. which is now 24s.

It is obvious that the retention of the duty, which had been fixed at 24s. 8d. in 1828 when the price was 62s. or less a quarter, would have prevented prices falling as they subsequently did below the value of the duty; and it is no less certain that it would have impeded the development of corn-growing districts in the colonies and abroad, and of British imports from, and exports to, them.

If we reckon that the average wage of a working man is about 24s., that of a working woman 15s., we realize the strain which the loss of the male bread-winner throws on the survivor.
