Outbursts of violent pressing before the dawn of the eighteenth century, though spasmodic and on the whole infrequent, were not entirely unknown. Times of national stress were peculiarly productive of them. Thus when, in 1545, there was reason to fear a French invasion, pressing of the most violent and unprecedented character was openly resorted to in order to man the fleet.

After rejecting several offers of promotion from the Emperor, he had at last accepted in 1542 a seat in the council of Mechlin, of which body he had become president in 1545. He had been one of the peace commissioners to France in 1558, and was now president of the privy council, a member of the state council, and of the inner and secret committee of that board, called the Consults.

On the 1st of January, 1545, Francis I. signed, without reading it they say, the revocation of his edict of 1544, and ordered execution of the decree issued by the Parliament of Aix, dated November 18, 1540, on the subject of the Vaudians, "notwithstanding all letters of grace posterior to that epoch, and ordered the governor of the province to give, for that purpose, the assistance of the strong hand to justice."

And, in Henry VIII's fleet of 1545, the 'row-barge' was the principal 'mosquito' craft, like the modern torpedo-boat, destroyer, or even submarine. Of course the correspondence is far from being complete in any class. The English galleon gradually developed more sail and gun power as well as handiness in action. Broadside fire began. When used against the Armada, it had grown very powerful indeed.

In the National Gallery is a bust portrait of Edmund Butts, physician to Henry VIII., which is inscribed faict par Johan Bettes Anglois, and with the date 1545. In this the influence of Holbein is certainly discernible, though not all pervading. Walpole, quoting this, adds, "I quote this passage to prove to those who learn one or two names by rote that every old picture you see is not by Holbein."

Angus, in February 1545, protested that he loved Henry "best of all men," and would make Lennox Governor of Scotland, while Wharton, for Henry, was trying to kidnap Angus.

The Spanish portion commemorates the expedition of Inigo Ortiz de Retez with Gaspar Rico, in the San Juan, in the year 1545; some of the names being the Rio de S. Augustino; the island of Ortiz, I de Arti; the port of Gaspar Rico and the I. S. Juan, named after their little ship; the cape named Ancon de la Natividad de Nustra Siniora, being the term of their voyage which, according to Juan Gaetan, one of Villalobos' pilots, who wrote a description of it, extended to six or seven degrees of south latitude, must represent the modern Cape King William, or thereabouts.

We must now turn back for a moment to 1545, the year in which the Old World, after the discovery of the mines of Potosi, first awoke to the illimitable riches of the New; the year in which King Henry assembled his epoch-making fleet; the year, too, in which the British National Anthem was, so to say, born at sea, when the parole throughout the waiting fleet was God save the King! and the answering countersign was Long to reign over us!

"This cause," says De Thou, "was pleaded with much warmth, and occupied fifty audiences, with a large concourse of people, but the judgment took all the world by surprise.
